what does it mean when there is no fortune in your fortune cookie? is that good? or is it bad?

it means you can write your own.

It means you need to find an alphabet with at least 39 characters, then decipher the meaning of the sentence. You need to know the language's syntax, though, to figure out why the period comes before the last word in the sentence.

I feel sad for the cookie.
Imagine sitting around your whole life, just waiting to deliver an important message to someone, just to find out you were completely empty.
A life wasted.
